Bihar Teacher Salary Audit: Fake Staff and Pay Scam Flagged

An internal audit conducted by the Bihar Education Department uncovered wide-ranging financial irregularities involving fake teacher profiles, unauthorized digital access, and inflated monthly allowance payouts across multiple districts. The preliminary findings in Nawada, Patna, and Bhagalpur have prompted state authorities to order a statewide review spanning all 38 districts to clean up government payroll systems.
What Triggered the Departmental Audit?
The investigation was launched after initial discrepancies surfaced regarding payments disbursed through the state’s digital Human Resource Management System (HRMS) and educational portals. Authorities noticed unaccounted spikes in monthly salary disbursements that did not match approved block-level sanction orders. Scrutiny of regional educational offices revealed that unauthorized credentials were used to tamper with salary figures, artificially inflating payouts and routing public money into non-existent or unauthorized accounts.
What Specific Fraud Was Uncovered in Key Districts?
In Nawada, investigators identified severe pay inflation schemes. In one documented instance, a school teacher whose approved gross monthly pay was ₹46,772 was instead credited ₹4,91,772 after operators added an illegal "Other Allowances" entry of over ₹4.5 lakh. Similar manipulations occurred in subsequent months alongside illegal diversions from Samagra Shiksha funds.
In Bhagalpur, an illegal payout scheme exceeding ₹98 lakh came to light. Officials discovered fake teacher profiles generated using administrative "Maker IDs" on portal databases, allowing fraudsters to continuously draw government funds without actual classroom appointments. In Patna, parallel scrutiny flagged unauthorized system access and fraudulent disbursements in the names of non-existent staff.
Who Is Responsible for the Payroll Tampering?
The audit points toward systemic collusion among block-level education officials, computer operators, and clerical staff tasked with salary approval workflows. System operators possessing "Maker" and "Checker" credentials misused their system access to bypass regular verification steps. Several clerks, department staff, and local operators have faced suspension, formal police complaints (FIRs), and administrative disciplinary proceedings as law enforcement tracks down those involved.
How Is the State Responding to the Probe?
In response to the audit findings, the Education Minister announced that the probe is being expanded into a full-scale audit across all 38 districts of Bihar. State authorities are conducting rigorous data matching between teacher service records, qualification documents, and treasury databases. To secure the payment pipeline, the department is locking down digital portals, revoking compromised access credentials, and issuing strict recovery deadlines to reclaim all wrongfully disbursed funds.
