Union Minister of Commerce and Industry Piyush Goyal is representing India as the two-day G20 Trade Ministers’ Meeting commenced on Wednesday in Milwaukee, Wisconsin, under the United States’ G20 presidency. During the high-level international economic summit, Goyal is advocating for an open, non-discriminatory, and rules-based multilateral trading system anchored by the World Trade Organization, while also spearheading bilateral discussions to strengthen global supply chains and expand market access for Indian enterprises.

Championing Developing Economies on the Global Stage

At the invitation of the United States Trade Representative (USTR), Piyush Goyal joined trade ministers and senior representatives from the world's leading developed and emerging economies in Milwaukee for the annual summit. As the G20 forum addresses compounding global challenges—including rising protectionism, industrial subsidies, geopolitical tensions, and supply-chain vulnerabilities—India's agenda prioritizes equitable global commerce and safeguarding the interests of developing nations.

Addressing the opening sessions, Goyal emphasized the necessity of keeping the World Trade Organization (WTO) at the core of international trade practices. He reaffirmed India’s commitment to sustainable trade, advocating for policies that preserve necessary policy space for developing economies while fostering transparent, resilient global value chains.

Specifically, India’s intervention centers on ensuring that international trade agreements generate tangible economic benefits for vulnerable and growth-driving sectors, such as:

  • Farmers and Fishermen: Securing policy flexibility to protect agricultural livelihoods and domestic food security measures.

  • Micro, Small, and Medium Enterprises (MSMEs): Enhancing global supply chain integration to enable small businesses to scale internationally.

  • Startups and Women Entrepreneurs: Lowering trade barriers and fostering digital trade infrastructure that empowers underrepresented innovators.

Strategic Bilateral Talks and the India-US Trade Agenda

Goyal’s trip to the United States, spanning from September 29 to October 5, extends beyond the G20 plenary sessions into intensive bilateral diplomacy. On the sidelines of the Milwaukee summit, the Commerce Minister is conducting a series of one-on-one meetings with trade counterparts from key G20 member countries to deepen bilateral investment ties and explore mutual trade concessions.

A major highlight of Goyal’s itinerary is the ongoing negotiation surrounding the India-US Bilateral Trade Agreement (BTA). Building on the joint commitments established earlier in the year, Indian and US negotiators are working toward finalizing an interim trade package. New Delhi has consistently maintained that any finalized agreement must deliver tariff treatments for Indian exports that are at least as favorable as those granted to competitor nations in the US market—a vital condition to maintain the global competitiveness of Indian manufacturing.

These discussions take place at a crucial juncture in global economic relations. With the United States holding the G20 presidency and preparing to host the main G20 Leaders' Summit later in the year, both nations are keen to stabilize trade frameworks and streamline cross-border commerce.

Pitching "Make in India" to Corporate Titans

Alongside ministerial dialogues, Goyal is leading an extensive business outreach campaign across major US commercial centers, including Milwaukee, Chicago, and New York. Addressing a Business Roundtable convened by the National Association of Manufacturers (NAM) and meeting with top American corporate executives, the minister highlighted India’s robust macroeconomic fundamentals, rapid infrastructure development, and favorable policy environment.

Interacting with chief executives across diverse industries—ranging from technology, consumer goods, and agribusiness to advanced manufacturing and retail—Goyal invited American companies to expand their operational footprints in India. He showcased India as a premier global manufacturing and investment destination, encouraging joint ventures and technology transfers between US enterprises and Indian firms.
